It's a scam!!! You have no way of knowing if the personal details are true, do you? And even if they are, that just means that the scammer is stupid as well as a cheap hustler!! (Also, tell your friend that proof of this is the amount of $ she asked for: over a thousand dollars elevates the crime to a felony from a misdemeanor!!
